I have added my wife as a friend on my account, she created an account in response to my email invite. However, she has no access to the cameras and my invite still shows as pending.
Is there some kind of built-in delay in her account getting access that I should know about?

Did she do this on a phone? Or did she do it on a PC?
Have her try again on a PC. Click on the "Create Account" link in the email. That will open the browser to my.arlo.com. Since the account is already created, you just log into that account. Note you do need to click on the Create Account link - it contains a token that is needed to link the two accounts.
