I have an Arlo pro 4 which is getting water into the camera
I hace read to check the seal, my question is can you buy a new one if the seal is damaged

Not directly but if you have a local store that sells a variety of o-rings you should be able to match it easily. If you have some vernier calipers you can check the actual thickness. A while ago I needed a seal for a pump that the local hardware stores didn't have but found a wholesaler nearby that had a walk-in counter where I was able to get the right one.
In the meantime, remove the o-ring and slowly run it through your fingers, feeling for nicks. If it seems ok, use some silicone grease to lightly lubricate it and place it back into the groove. That may be all you need to do to seal it back up.
