Has anyone figured out a way to play videos from your library on a Chromebook without having to download them?

It's not a Chromebook issue - it's a browser one. Most browsers don't support anything over 1080p to be able to display (licensing issue). If you reduce the resolution to 1080p you can view them directly but that rather defeats the purpose of 2/4k cameras.

Also a hardware issue.  Generally browsers only support HEVC if there is HEVC hardware acceleration in the device.

 

If you look at the https://caniuse.com/hevc link in the KB article, you will see that Chrome 111 and higher will play HEVC on Chrome OS if the hardware has HEVC support.
