Can you connect the drive to a Windows PC, and open the Windows disk manager? See if the drive has multiple partitions. If it does, remove them all and repartition it. Then try formatting in the 4540 again.

Here it is 2022,. almost 2023, and my 4540 STILL will not format the un-partitioned external USB, FAT, under 2 Mb

The drive has to be 16GB or greater. Is 2MB a typo?

Also, if the passport is USB 3, then it might not be getting enough power from the base USB port (which is USB 2). Is the passport separately powered?
