I am planning to set up my Arlo Pro 3 system with direct storage access and it says to use a USB 2.0 compatible on the back of the smarthub VMB 4540 ...can i use a USB 3.0 or 3.1 or does it have to be a 2.0?

Yes. But if you are talking about a hard drive or SSD, it either needs to stay under the USB 2.0 power spec (500 ma, or 2.5 watts), or be externally powered.
A flash drive wouldn't have this issue.
