On the port forwarding screen in the Arlo app there are two ports listed Internal and External. Mine are the same number and are five digits in length.
I've set up port forwarding and it works until those numbers change. At that point port forwarding stops working until I go into the router settings and match the new port number.
Is there a way to make those port numbers static in the Arlo settings?

It has a static address. I've figured out I was pressing "Refresh Ports" Instead of "Not Available", but it makes no difference. Connected a couple of days ago, but no go now.

That's likely because the hub is getting a new IP address due to rebooting the router and/or hub. Use the router settings to set a static IP address for the hub so it never changes.
