I have 2 Ultra cameras and just purchased Arlo pro 3. 1 of my Ulras is closer to the new pro 3 smarthub which looks just like the ultra hub. Can I pair the Ultra to the new smarthub from pro 3 for a better connection.

Yes.
FWIW, there are two smarthub models - the VMB4540 and the VMB5000. Normally I'd expect the Ultras to ship with the VMB5000, and the Pro 3s to ship with the VMB4540. There should be a label with the part number on each base.
Differences between them are:
- The VMB5000 uses a microSD card for local storage, while the VMB4540 has a USB connector where you can plug in a USB drive.
- The VMB5000 has 2.4 and 5 ghz radios, and the VMB4540 is only 2.4 ghz.
As far as the radios go, if the Ultra is far from the base, it should be using 2.4 ghz anyway - as that has more range than 5 ghz.
Anyway, both smarthubs support both camera models. https://kb.arlo.com/000062284/Arlo-SmartHub-and-Base-Station-Compatibility
