I have a verizon jet pack and a wifi extender and to be able to make this all work but i cant get the extender to locate the jet pack which in turn wont let the base station locate a signal

Unfortunately, that's beyond the scope of these forums. You'd need to use the forums/support for the extender to get it working. You can try swapping the extender at the store - maybe it's faulty.
