Doesn't charge

Fully charged battery. Set outside. Connected solar panel. Camera never recharged, battery died within 2-3 months. Just spent 3 hours with chat support. They say the battery died because the battery is dead. Then they said the battery died a month ago because it's cold outside today. Then say the battery will not charge because it's dead (and did not charge). Does anyone see the ridiculousness circle here? I asked 19 times to speak with a supervisor, was finally told "alright" went to check and never came back (waiting 30 more minutes now). Tried calling Arlo, forget about that. ARLO DOES NOT OFFER ANY TRUE OR REAL SERVICE.

Ok, I'll try to answer...
First, the solar panel is only a trickle charger. If the camera is used a lot, even with the solar panel, the battery can drain. Normally the solar panels will keep a battery charge if the camera is used within specs ( less the 5 mins a day )
Second, Yes, if it is below 32F, the safety device in the camera will NOT charge. This is done to prevent damage to the cells.
If cold, you will need to bring the camera or battery in to warm up and then charge.
