Can I connect the Arlo Smart Hub directly to my PC via the USB on the Hub. Thereby bypassing the ethernet connection and using a PC file for storage.

Nope. The system requires Internet access to operate. As for the USB, I suppose it may be technically possible but you'd need appropriate cabling and likely computer drivers to make it work. Short answer - no.
