I have a wired cord attached to my pro3 camera and the battery indicator shows red and 95% charged. I live in MN and the camera faces south. Today it is 25F and the battery should be charging. The other cameras I have that are plugged in don't show the same issue. Any idea what is causing this? Also, today the camera performance is sketchy. It says there is motion every 3 minutes and there is no motion.

I've had some success with cameras plugged into AC power still charging below freezing since the camera is generating more heat from being constantly awake than in sleep mode on batteries. However, that hasn't been universal and I don't know why other than the exact camera and thresholds.
