wondering why on my desk top app it shows the camera is on when on my phone it shows it is off. Where should I be setting my preferences desk top or phone?

Can you identify what phone, arlo app ver and phone ver your using and if occurs on all cameras or just one.

On the desktop I can not see live view even if it says it says the camera is on. and on the phone app it will not let me see the live view because it says the camera is off

confused about where to set camera library filters, do they get set on my phone app or on my desktop pc? Or does it not matter which? could this be the problem why on desktop it says cameras are off but the phone app says they are on ?

It doesn't matter. These don't affect the camera or the library, they just limit what videos the UI shows you.

It suggests that the camera is offline although the desktop says otherwise. Use incognito mode window on browser to login to the arlo web portal (my.arlo.com) to confirm it is actually offline.
If the camera is offline it’s battery is likely gone flat so needs charging.
When fully charged, resync the camera again.

incognito browsing is a browser feature, though the name of the feature depends on what browser you use. Incognito is the name used in Chrome. Edge uses "inPrivate", Firefox and Safari use "Private". This blocks use of cookies and doesn't save info in the browser cache. That can sometimes resolve issues with my.arlo.com (and other web pages).
In most browsers there are three dots or three bars at the top right of the browser - if you click on this, you should see a way to launch a incognito/private/inprivate window.
