Do you have push notifications enabled in Rules for the camera?

If you aren't getting any notification at all, then make sure the camera is armed. 

But if you are getting notifications on the phone, but no sound - then look in the main settings for the phone.  You'll find the arlo app is listed (along with all the installed app).  If you select it, you'll see there is a separate setting for sound notifications.  Make sure that is enabled.

Of course if the phone is in silent mode, you won't hear anything, though it should vibrate.
