Hi, we have two Arlo Pro 3 cameras connected to a VBM4540r2. We purchased this package four years ago. The hub is currently running firmware 1.21.1.0_1399_9611cf3 and there are no updates available. The hub has a 64 GB USB stick attached with about 25 GB free space. The cameras are running firmware 1.060.13.0_23_19c4503 and there are no updates available. They are both mounted outside focused on things like our driveway and front door. I am running the Arlo app off my Samsung S10 phone and the app version is 4.9.1_28596 dated October 4, 2023. Finally, I do not have a subscription...
I have been running the cameras off a schedule and they were recording events to the USB stick up to October 11th. Since then, no events have been recorded, yet I have seen the cameras flood lights on many times during the night during trips to the bathroom when I pass by our office window. When I look at the rules for when Active and the cameras detect motion, the only action I can select is "Do nothing", the "Record video" action is greyed out. I can set and receive notifications, and that's it. The only thing that has happened since October 11th is possibly the time frame when I updated the Arlo Secure app on my phone to the latest version above. When did Arlo change their policies requiring users to have a subscription in order to record locally? I don't need to record to their cloud and a subscription is almost useless as the Pro 3's will not work below -20 C/- 4 F which is at least 3 months of the year where we live.

Resolved. I decided to remove the USB drive and insert another one. The Arlo Security app now allows the selecting of the action, "Record" when in Active mode for the devices. Not sure why the original USB drive wouldn't allow any more recordings as it was only half full and set to over write should it get within 10 percent of storage capacity left.

They didn't.
Do you see "Library" in your app? Or do you see "Feed' and "Dashboard" instead?

I see "Library", but as I also mentioned in my reply, I realized the issue was due to hardware failure, in a way, from the USB not allowing anymore writing to the drive and not by a potential policy change by Arlo.
