I have 3 Arlo Pro 3 cameras. One camera records for only 1 second. Also, the image from the camera from the last recording on the app is pixelated. There are no issues with the other two cameras.

Try swapping the camera with another one - then see if the problem moves with the camera, or stays with the location.

Tried moving the camera to different locations but still have the same problem. Problem is a recent issue . . . never had problems previously with recording with the camera.
