I have changed so that the floodlight should stay on for 15 minutes when it detects motion in the settings but it’s only on for 15-20 seconds. This happens even when there’s movement outside of the activity zones that I have set up.

The floodlight only stays on during the recording time, not a different time. Maybe describe your complete settings, perhaps with screenshots.

Try going into the rule for the camera, and either increase the recording time, or set it to "until motion stops". You won't get 15 minutes, but you can get more than 15-20 seconds.
