Does not function as set in modes

I have a custom 'Away' mode where {

If ANY indoor cameras detect movement,

then ALL outdoor cameras will siren.

If any indoor cameras detect movement,

then send a notification.

}

When I come home, I MANUALLY

(because geofencing does not work on other family devices. I assume the reason is that location tracking does not work because only one device can be signed in at any given time. So automatically signed out equates to no location tracking and no geofencing)

open the app to change the mode BEFORE I go inside from 'Away' to 'Home' so that the siren doesn't sound. 

The issue: 

I get a notification from the outdoor cameras that a person has been detected and the sirens go off. I triple checked the mode, it is right. I created a new mode with the desired settings and it worked for a month before the issue resurfaced. 

How can this be fixed?

Have you tried removing and re-on boarding the camera?
