Deleting footage for one or all users?

Does deleting library footage delete the video for one user or for all users? If I am the owner of the camera I can delete it, but can someone else delete footage too? If they have access rights? And would deletion occur for both users devices or only the one its deleted from?

Videos can only be deleted using the primary account credentials.  If both devices are using the primary credentials, then both can delete.

The footage is stored in the cloud, so once deleted it is gone (for all accounts with access).
