Can the Outdoor Charger be permanently connected for continuous charge?

Hello, I am considering this Arlo 3 Pro Floodlight, but not happy  about charging the battery by pulling out the casing.

Curious if the outdoor charger, can permanently be connected to charge the battery?

Also,  is the video  quality good enough to capture license plates  of passing cars if installed by the driveway garage door. We have had porch thefts and its hard to get the license plates with the Ring door bell

Generally no. Capturing license plates is harder than many people think.

You want at least 100 pixels capturing the width of the license plate, which requires the car to be fairly close (even with a 4K camera).  Lighting also can be a challenge, especially at night when headlight glare will mask the plate.  Plus the video bit rate is pretty low, which also gets in the way.
