have two camera's one inside one outside,we had a little rain yesterday and the outside camera says off line tried to re sync didn't work

Rain isn't a problem as long as the battery cover is properly closed and the USB plug is fully inserted. Try reinserting the battery to see if that helps.

Also note the LED behavior, it's possible the battery is depleted and needs to be recharged.
