Zooming in while viewing video, zoom only works when video playing

Anyone figure out usability of zooming-in when viewing a  video recording? When viewing a recorded video in the library, I can only change the zoom level (magnifying glass icon) only when the video is playing. Once the video stops playing I cannot adjust the zoom nor pan. So it takes quick work to click on the magnifying glass, zoom in then pan to the area I'm interested in looking at. If the video recording is short, then once the video stops playing, neither pan nor zoom work, I have to try again from the beginnig and try to work faster.  Also when the video is expanded full screen pan does not work. Seems the video player needs some work for usability to zoom in.

What device are you viewing the videos on? I can do all three things you mentioned on my iPhone 6.
