I found both of these listings, (VMC4030P and VMS4120P-100NAS) and cant distinguish the difference between them. I see listings for VMC4030P as the Arlo Pro 2 camera but cant find anything on the VMS4120P.

A quick google shows:
https://www.amazon.com/Arlo-VMS4120P-100NAS-Pro-Wire-Free-Rechargeable/dp/B07Y2PCD2F
The models are just the camera vs a system.

What is the system though. I saw those listings and my confusion is from that image. The listing appears to be just for the camera but there is also that circular base looking thing in the back...yet the price of that listing is less than the plain camera?

The "circular thing" is the VMB3500 base which is part of the system. Pricing can always be interesting with systems potentially costing less than a single device. However, you're looking at two different cameras - the VMC4030P is a Pro 2 while the system is for the original wireless cameras, 2 generations older than the Pro 2.
