Unable to view basestation

Blue solid light is solid on the hub, Arlo app on my IOS phone cant open it, i tried factory settings by resetting the Hub, tried everything almost recommended by Arlo still can’t see anything on Arlo app

Is this a 

1. first time install of a new hub?
2. first time install of a used hub?
3. reinstall of a hub that previously worked for you?

Also, what model is the hub (look for a VMBxxxx label on it)?
