Setting up Arlo Pro 2 for a remote site (no internet)

Hi, I am setting up the Arlo Pro 2 with 3 cameras for a building site, there is power but no internet at this time.  Can someone please point me in the right direction for setting up without internet? 

I have set up cameras at home to test them (with internet, all OK), downloaded the app etc  but can't seem to find guidance on how to set up without internet for our site, and how the USB backup setup works - presume I simply just plug in an USB and that's it?

Won't work.

Try different technology.

Or get a "cell modem" that can use the mobile telephone network.
