When there is a power outage and wifi is obviously not working, does the ARLO continue to record and where is that footage saved?  Does it become available in the cloud when wifi/power is restored?

Normally not.

To get storage when the internet fails you need to add storage to the base.  Some bases have a USB connector for that, the VMB5000 has a microSD card.

But that will also fail if the base station isn't powered. So you'd also need a UPS for the base.  If the base is close to the router, you can also protect the router with the same UPS.

Then you would be able to access the storage if the power fails.  The details (and caveats) depend on what base you have.
