Hi,
I have an Arlo Pro 2 (VMB4000r3; firmware 1.16.2.3_3499_ccd29a0 that randomly has a small picture of an alarm clock appear on the right hand corner of the Arlo icon on the bottom banner of my iPad. I do not have any paid monthly plans with Arlo. Does anyone know what the alarm clock means and how to stop having it appear on the banner of my iPad.

Hi Jack17,
The "alarm clock" badge is more of an iOS feature (not an Arlo app feature). You can read more about it here: What Does Alarm Clock Icon On An App Mean (iPad)?
If you have any further questions regarding this feature, I would suggest you to contact Apple Support Team.
