This is my current camera view and it only fractionally picks up movement near the fence (which only shows a head at the last minute) and doesn’t capture any motion on the footpath or coming up the driveway. I’ve played around with the settings and positioning and have it set to 100% sensitivity. Would this be a user error or is the camera not capable of picking up motion in the areas I’ve described?

When you adjust your sensitivity are you in the camera rule for the running mode selected?
Looking at the photo, the distance is too far for the PIR sensor to pickup motion, 25ft max. Suggest relocating the camera to other corner of the house.
