My VMB4000 is not responding - app not working not connecting to system

I can not connect to system app not connected to system in short do I need to completely tare down and start all over setting up

Model: VMB4000 | Arlo Pro/Pro2 Base Station

It's possible a reset needs to happen so you can start fresh but first what are the LEDs on the base showing?
