Arlo Pro 2 bundle from Costco - Base Station (VMB3500R4, 1.19.0.3_1077), Pro 2 Camera (H5, 1.125.17.1_11)

My front yard camera detects every little bush movement when it's windy. The camera is facing at least 60 degrees down, so it's not detecting any people or cars, just very little bush/branch.
I changed the motion detection to 1 and it still goes off every 20 seconds.
The bushes are 20' away from the camera and only sway back and forth a couple inches. I'm not really sure how the camera can detect that, but somehow can't see a bunch of cats fighting on my lawn at 2AM.

Sounds like you are adjusting the motion detection utility rather than the operating mode rules for sensitivity.
The motion detector sensor is located on the front of the camera and triggers with changing infrared. The sensor range is 25ft. The camera starts recording when the sensor is triggered depending on the rule conditions specified in the operating mode.
You can change the mode at different times by using a schedule mode that lets you specify different motion detection sensitivity.
