Local and cloud storage for Arlo Pro 2

I am thinking of getting an arlo pro 2 to replace my ring cameras because I have ocational internet issues.  I understand that I can record to both a usb drive and to the cloud but my question is that if I lose my internet connection the cameras will still record to the USB drive.  When my internet comes back online will the recordings on the USB drive be backed up to the cloud?

Yes and no. Yes, the USB drive continues to get recordings but, no, they will not be sent to the cloud when the connection is restored. You would have to unmount the drive and view the videos from the drive.
