So, we use our mobile hotspots (via cell phones) as our wifi source, meaning we dont have constant wifi at the house. What does this mean for the Arlo Pro 2? Are the cameras functional without Wifi? Is there any remedies that can be done to resolve this problem and still use the Arlo Pro 2? Ideally, I am looking for a wireless camera system that is practical without contstant wifi.

Do not confuse WiFi wtih Internet connectivity. The two are not the same at all.
To use Arlo you need constant Internet connectivity. Arlo does not use WiFi at all. Arlo requires a wired Ethernet connection to the Internet. You phone has no Ethernet port, so you cannot use Arlo with your phone's hotspot.
To use Arlo you should have a wired Internet connection, such as DSL or fiber. If you wanted to use your cellular plan with Arlo, you could purchase a cellular modem/router with Ethernet ports and add it to your cell phone plan. Something like a MoFi would work, and provide Internet connectivity for all your devices in the house, wired and WiFi.

The challenge would be that cellular plans have data caps and security cameras will use a lot of data.
