Do the Pro 2 batteries run down when the base station is off?

Yup. The cameras are trying to connect to a nonexistent base. Use the On/Off switch in each camera or the Disarmed mode.

I dont think the Pro 2 Cameras have an on/off switch. Does the disarm mode turn the cameras off completely?

Every camera has an On/Off switch in Settings, My Devices, your camera. That is a privacy switch - when Off you can't live view or record. Disarmed simply prevents recording based on detection of motion or audio.
