Can't create a new account if I already have an existing account

I’m trying to set up a user but it’s saying the user has already exists but we never setup an account.  We tried to hit “forgot password” but we're not getting an email to reset the password.  I don't want to create a new email just to add the user since the email we're trying to use is a company email.  Please advise a solution

This has been resolved by creating a alias email account .
