What do the Base station LEDs show, green, green, Amber?
If so have you removed the device from your arlo account device list?
The arlo app needs to be connected to the network router to find the device. Use the router wifi for a mobile phone or connect a computer to the router by Ethernet and use the arlo website login path to my.arlo.com to add.

If the third led shows constant amber then it suggests the base has been successfully factory reset and waiting to be claimed by an arlo account.
What device are you running the arlo app on, Mobile or web browser?
If mobile, ensure you are using the local wifi connection not the cellular data and ensure that the arlo app permissions are enabled in the mobile’s app settings under arlo.
If you’re using a web browser on a pc, ensure that the pc has Ethernet connected to the local router network same as the base station.
