Can I use one base station for two homes? I want to set up one camera at one home with my other two cameras at my second home.

If you mean at the same time, no, unless they're side by side and the base's WiFi can adequately reach both houses. The base generates a deedicated WiFi connection to the cameras so the cameras have to be within reach of that WiFi.
You can buy a second base and use that on your account with no issue. Any limitation is due soley to the total number of cameras on your account.
