Blue and Red LEDs flashing but Pro 2 not connected to base station

I cannot sync this Pro2 camera to the base station. The Arlo app on my iPhone continues to search, in vain, for any un-sync'd Arlo devices (my Pro2). Both blue and red/amber LEDs flash intermittently which the troubleshooting guide suggests is a software update in progress - but for hours? - and I don't know where its getting its software download from since its not sync'd with the base station or my iPhone or anywhere else as far as I know. I have replaced the battery (OEM), charged it fully and reset the base station. I have attempted to reset the camera by holding the sync button down for 15 seconds. Still, the intermittent flashing continues and camera remains un-sync'd. Is the camera kaput? Suggestions?
