Flashing amber/blue means the camera is in the process of updating firmware so don’t remove the battery as you can brick the camera.
If you have pulled the battery then locate the camera near the base station, connect the camera to external power using the arlo supplied charger. Power cycle the base station.
You can then try manually resync using the base sync and camera sync buttons or login to the arlo web portal with a pc web browser connected to the local network to resync.
As arlo firmware updates are not push requested, you may have to wait a few days for the arlo servers to send it through.

Thank you for the suggestion. I’ve plugged in and brought it next to base. I’ve pushed both sync buttons. Pulled battery let the amber and blue light eventually stop. The camera has set next to the base for over a week. I removed the camera from my system but can’t get it to flash blue and be found.

If you removed the camera from your account you will not be able to add it back if it is still in updating mode.
You will likely have to access arlo support and have them factory reset the camera assuming it is still communicating to the arlo base station wifi network.
I recall reading a arlo reference document that suggests you can perform a factory reset on the pro2 cameras by continually pressing the camera sync button for longer than 15sec. I am not aware of this actually working though.
