Arlo app says battery level is to low. After replacing the battery with a working battery it still says the same thing.

Try force stopping the app (or reboot the phone) to see if that helps. Reinstalling the app may be useful. You can also check the web client (my.arlo.com) on a computer to see if the same thing happens.
