Arlo app can't find the base station at other country.

I have instruciton an arlo in our office, everything is working ok, but when I sent the link and app to our partner who is in China, ask them the accept to see the live cam. After sending the invi to our partner, and get him everything set up, when he log in to the account, it show can't find the station, and cam is off-line, it asked to check the connection. We  dont know why that we have everything is show online, and no problem at see the live cam, but our partner in China can't see the live cam, ( show cam is off-line), but they can get access to the media, when for the one just recorded like 1 min ago, they will be able to see it, just can't see the live cam. any one can help ?

If your partner in China logs in via a computer to arlo.netgear.com can they see the cameras are online that way?
