Arlo Pro 2 recording, getting intermittent seizure of recording?

Hi I am being harassed by neighbours - reason for my Arlo cameras. I'm new to ARLO community.
When I attempt to record I get intermittent seizure of recording for several seconds when three pulsing black dots appear in centre of frame and picture is faded but still in the background
Are the neighbours pulsing something towards my cameras or do they have laser pointers directed at them. I have personally been burnt on my skin many times but is difficult to prove.
Please can someone explain cause of the dots and maybe how to counter them. Thank You

The dots mean buffering. That implies a signal issue between the camera and base. Try moving the base to see if you can get a better signal - if not, you may need to move the camera while maintaining the view you need.
