Arlo Pro 2 is disabled/turned off but the blue LED comes on

We have Arlo Pro 2 cameras and one of them we keep disabled unless we leave our dogs home alone.  We were watching tv the other night and the blue light came on the camera 2 times.  I double checked that it was still disabled. I also checked that our firmware is updated.

Why would the light come?  It was a little creepy.
