The camera is plugged in and records the 3 seconds prior to detecting motion. However, once it sops recording, it does not arm again for over a minute. Example, If it detects and records a car pulling in the drive way, it will record but until the car stops, if the driver does not come out for approx. 30 seconds, it does not arm and detect the motion to record again. The problem is with all the cameras I have installed.

I would guess your using "record till motion stops" which can have issues at times...
Pick a long "fixed" time since the camera is plugged in
