If it is on line, there is a restart control in the app (and my.arlo.com) that you can use.

If it's off-line, then of course you can't control it because it cannot be reached.  Some folks have powered their base  through a smart outlet, which lets them power-cycle the base remotely.

Thanks for the response it is in fact offline.  I read where some people set the base on a timer so it reboots every day.  I may try that or the Smart plug option you suggested.  I also wonder I can remotely reboot my Mesh router which the Arlo base is directly connected to.
