I am trying to re-activate my ARLO Base Station VMB4500. ARLO can't locate it even after I followed all the steps for adding it back to my menu. How can I proceed?

Are you using the app?  If so, maybe try a PC (browsing to my.arlo.com).

1195CCV,

Adding to the suggestion above, you indicate trying to "re-activate" the base station. You may also need to factory reset the device before claiming. See these instructions: How can I factory reset my Arlo SmartHub or Base Station?

I had to relocate my ARLO Base Station Model #VMB4500 to its original location after it was unplugged. That original location is upstairs and away from the router. There is an adapter plugged into my wall with 2 antennae for better signal reception with my 2 cameras. I have made several attempts to add my Base Station back to my account, but to no avail (using the suggestions that were furnished to me). Please help.

What status are you seeing on the VMB4500 LED? https://kb.arlo.com/000039100/What-do-the-LEDs-on-my-Arlo-SmartHub-or-Base-Station-mean

Can you onboard the base if you put it near the router (connecting it directly to the router's ethernet)?

If that works, then you might have an issue with your adapter - not sure if it is a powerline kit or a wifi extender.  Whatever it is, it won't improve the connection between the two cameras, since they need to connect to the closed WiFi created by the VMB4500 (which cannot be extended).  But you do need some way to connect the base station to ethernet.
