my cameras sent message via iphone to me at work that motion was detected, but then signal was lost... but I did get a brief image of the chimney repairman looking up at the camera, before that signal was lost

Is this possible?  Could he somehow block the signal.?

He had been telling me that he had two broken ankles after an accident but this brief image had him standing without casts, or boots on his ankles...shortly afterward he did come to work without the boots or casts on his feet

Maybe the chimney repairman had observed that there is a camera on the location where he is standing. The camera looses connectivity when battery will be removed. Just a suggestion, try to place the camera to a location where it can't be easily seen so that people may not easily see it and possible stole it.
