Turning the spot light brightness down on my Pro 3 isn’t affecting the brightness at all

I just got the Pro 3 and although I turn the brightness on the light down in the settings, it stays at 100% with movement. However, it does work when I’m live-streaming and turn the flashlight icon down. Why won’t it work in settings for when movement is picked up?
