I have a new solar panel that was working. I had to disconnect the camera as it was offline. When I reconnected it the battery was charged to 100% and the solar panel connected but I did not see the charging icon on the battery. I thought that maybe it won't show at 100%. The battery is now down to 96% and there isn't any charging icon. Question does the battery need less charge to show the icon or is the panel not connected properly?

No... if the solar panel is connected it should show a "lighting bolt " during daylight hours when panel is producing....
Since it was working before you disconnected, I would go back and verify the plug is properly connected or the connector clean.
