I Moved & Now Can't change My password

Help please If a person tries too many times to change their email address and password, are they banned from trying again for any specific amount of time? I moved across Canada and had to change my email because my old one died when I cancelled with my server SHAW cable. Since then I' managed to change my email address but can't change my password after following direction from several emails received. The emails now tell me the link to the password page has expired. I click where they say but I get no where. Any help would be greatly appreciated.
