I recently purchased 2 used Arlo Go cameras to replace ours which quit working. I have gone through the steps to connect them to our account through the app but the app can't locate either one of them. (I do hear the chime after it scans the QR code.)

The previous owner must remove them from their account before you can add them to yours.

I have spoken with the previous owner and he has removed them. He said it needed 5G but our previous one didn't and I don't know if we have a 5G network out here.

Something wrong with this info. The Arlo Go is 3G/LTE, and the new Go 2 is LTE.
