Will it harm the batteries or the camera to leave it plugged in over the winter where temperatures may reach 30 below zero? I realize the performance may be affected or it may not work at all in the extreme cold.

No harm. The camera knows not to charge when temps are below freezing. The camera will continue working off the AC power so the battery is just a backup for power loss anyways.

-30 is really cold, and well outside the specs. Some posts here suggest the cameras will stop operating at around -10F. Though I agree it shouldn't hurt the cameras.

If it hurts anything, it's likely to be the battery. However, the fact of having the camera plugged in means the camera has some heat being generated. That may be enough to prevent any such harm. I haven't tried this on a Go but an Ultra remained charging at 0F due to the warmth caused by being plugged in. YMMV
